Why were they requiring the residential customer to use the Reduced Pressure Backflow Prevention Device instead of the Pressure Vacuum Breaker or Double Check Backflow Prevention Device which is significantly cheaper to the residential customer.

It appears that Florida over killed the backflow prevention program and inspired a significant resistance.  If there are not enough qualified backflow prevention assembly testers to meet the demand, the price will be higher to each customer that does need the service.  One way to reduce the number of qualified testers is to relax requirements and change laws that protect water quality.  This may not provide the relief to the end user that was originally intended, and at what cost to the water supply.

The Pressure Vacuum breaker or Double Check Backflow Prevention Device would have been a better option than a dual check valve.
